Well, that's an interesting finding I haven't heard about before. But the folks at RealTechNews wrote, that Microsoft reserves 20% of your available bandwidth for its own purposes (suspect for updates and interrogating your machine etc).

Kismet is an 802.11 layer2 wireless network detector, sniffer, and intrusion detection system. Kismet will work with any wireless card which supports raw monitoring (rfmon) mode, and can sniff 802.11b, 802.11a, and 802.11g traffic.
Kismet identifies networks by passively collecting packets and detecting standard named networks, detecting (and given time, decloaking) hidden networks, and infering the presence of nonbeaconing networks via data traffic.

The Linksys WCF12 wireless 802.11b compact flash adapter is a nice piece of hardware to use with your PocketPC. However, it's a bit expensive to use it only with your PocketPC. Wouldn't it be great to use it with your laptop also, using a CF to PCMCIA (PCCard) converter?
The workaround
Yes, of course it would! But at the time Linksys doesn't provide Windows drivers. Luckily I found this message in Google Groups:
